Abstract
Public Green Open Space is a crucial component in maintaining ecological balance and providing social spaces for the community. The obligation to provide Public Green Open Space is stipulated in Law Number 26 of 2007 on Spatial Planning, which mandates that at least 20% of the total urban area must be allocated as public green open space. This provision is further regulated under Blitar Regency Regional Regulation Number 5 of 2013 on the Blitar Regency Spatial Plan 2011–2031. However, the proportion of Public Green Open Space in Blitar Regency has not yet met the required minimum standard. This study aims to analyze the implementation of the spatial planning policy regarding the provision of Public Green Open Space in Blitar Regency using a descriptive qualitative research method. Data were collected through interviews, observations, and documentation. The analysis employed the policy implementation model developed by Van Meter and Van Horn (1975), which consists of six indicators. The findings indicate that: (1) the policy standards and objectives for the provision of Public Green Open Space in Blitar Regency have not yet been achieved; (2) the implementation is constrained by limited human resources and budget allocation; (3) there is clear and consistent communication among implementing agencies in the implementation process; (4) there is a clear division of authority despite the absence of a formally documented bureaucratic structure, and the relationship among implementing agencies is characterized by strong synergy; (5) economic and social conditions pose challenges to policy implementation, although political conditions demonstrate support for the provision of Public Green Open Space; and (6) the implementing agencies exhibit a high level of understanding, acceptance, and commitment in implementing the policy on the provision of Public Green Open Space in Blitar Regency.
