Abstract
The digital information era demands integrated systems to support the efficiency and transparency of government institutions. One of the challenges faced by the Regional Civil Service and Human Resources Agency (BKPSDM) of the Surabaya City Government is the effective management of employee performance evaluations. Traditional manual processes remain susceptible to human error, delays, and a lack of transparency. To address these issues, this project aims to develop an integrated web-based employee performance evaluation system (e-Rapor). The e-Rapor system was developed using the Rapid Application Development (RAD) method, which emphasizes user involvement to ensure that the system meets the needs of BKPSDM Surabaya. This system is expected to improve the efficiency of employee performance evaluations, reduce errors, and enhance transparency, ultimately leading to better decision-making and increased public trust in the government.
