Abstract
The JAKETKU Program (Kejar Paket Tuntaskan Putus Sekolah) is a non-formal education program organized by the Gresik Regency Government to reduce the dropout rate through free and flexible Paket A, B, and C equivalency education services. This study aims to evaluate the implementation of the JAKETKU Program at the UPT Sanggar Kegiatan Belajar (SKB) in Gresik Regency using the CIPP (Context, Input, Process, Product) evaluation model developed by Stufflebeam & Coryn (2014). This study employed a qualitative approach using a descriptive case study design, with data collected through observation, in-depth interviews with the Education Office, SKB UPT administrators, tutors, and program participants, as well as a review of documents. The results indicate that: (1) regarding the context aspect: the program was designed to meet the real needs of the community experiencing school dropout, although it still faces the challenge of low community participation. (2) In the input aspect: the program is supported by adequate human resources, facilities and infrastructure, and the local government budget (APBD); however, it is still hampered by a limited number of tutors and delays in budget disbursement. (3) Process aspect: The implementation of the program has proceeded according to the planned stages, although participant attendance remains low due to work commitments. (4) Product aspect: The program has demonstrated good outcomes, as evidenced by an increase in the number of graduates and tangible benefits in the form of improved basic skills, learning motivation, and self-confidence among participants. Overall, the JAKETKU Program has expanded access to equivalency education and contributed to reducing the dropout rate in Gresik Regency, although ongoing evaluation and improvement remain necessary. The research findings are expected to provide input for policy refinement while supporting the sustainability of equivalency education in Gresik Regency.
