Abstract

The participation of women, children, persons with disabilities, and other vulnerable groups in the development planning process is still not optimal because their aspirations have not been fully accommodated in the Development Planning Deliberations (Musrenbang) forum. As an effort to realize inclusive development planning, the Trenggalek Regency Government held a Musrena Keren (Women, Children, Disabilities, and Other Vulnerable Groups Deliberation). This study aims to evaluate the policy of implementing Musrena Keren in Trenggalek Regency based on the theory of policy evaluation, William N. Dunn, 2018 with five criteria, namely effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy. This study uses a descriptive method with a qualitative approach. Data was obtained through observation, interviews, and documentation, then analyzed using the interactive model Miles, Huberman, and Saldaña. The results of the study show that the implementation of Musrena Keren has met the criteria for effectiveness because it is able to increase the participation of vulnerable groups in development planning. Efficiency criteria have been met through optimal utilization of human resources, time, and budget. The criteria of adequacy and leveling have also been met because they are able to accommodate needs and provide equal opportunities for vulnerable groups to convey their aspirations. The responsiveness criteria show the commitment of the local government in accepting and following up on the proposals of vulnerable groups through the development planning mechanism. However, the accuracy criteria have not been fully met because the mechanism for determining priority proposals in several sub-districts still uses a lottery system, so it is not fully based on the level of urgency of the needs of vulnerable groups. This research shows that the implementation of Musrena Keren has gone well, but it still needs to be refined in the mechanism for determining the priority of proposals so that inclusive development goals can be realized more optimally.
