Abstract

Regional autonomy in Indonesia, as regulated by Law No. 23 of 2014 and Law No. 6 of 2014, has democratized the management of village resources and positioned village governments as key actors in development. The village of Durensewu, which has achieved self-sufficient status based on the Village Development Index (IDM) with a score of 80.63, demonstrates its potential for self-reliance through the management of Village-Generated Revenue (PADes), which amounts to Rp2,455,000,000. However, the impact of budget cuts to the Village Fund in 2026 has necessitated that this village enhance its institutional capacity and human resources through capacity building and the implementation of the Local Economic Development (LED) approach. This study aims to assess how capacity building contributes to village self-reliance through three key dimensions: human resource development, organizational strengthening, and institutional reform. The results show that Durensewu Village has successfully built a responsive institutional ecosystem by involving local actors in decision-making and various economic initiatives that support local resilience. Partnerships established with the private sector have expanded employment opportunities and access to income for the community. The summary of this study emphasizes the importance of effective management and innovation in responding to changes in fiscal policy to ensure that village self-reliance can be maintained. Although challenges remain, such as the narrowing of business opportunities for village-owned enterprises (BUMDes), Durensewu Village has a strong foundation to continue its development.
