Abstract
Village Owned Enterprises (BUM Desa) serve as instruments for promoting rural economic development, and their management requires collaboration among multiple stakeholders to ensure effectiveness and sustainability. BUM Desa Surya Sejahtera in Kedungturi Village has established collaborations with the village government, local community, private sector, and nongovernmental organizations. However, several challenges remain, including the stagnation of the partnership with Bye Bye Plastic Bag and the suboptimal implementation of cooperation with several minimarkets. This study aims to describe and analyze Collaborative Governance in the management of BUM Desa Surya Sejahtera in Kedungturi Village, Sidoarjo Regency, using the Collaborative Governance framework developed by Goldsmith and Kettl (2009), which consists of eight indicator. This research employed a descriptive qualitative approach. Data were collected through interviews, observation, and documentation, while data analysis followed the interactive model of Miles, Huberman, and Saldana, consisting of data condensation, data display, and conclusion drawing. The findings indicate that the implementation of Collaborative Governance in the management of BUM Desa Surya Sejahtera has generally been carried out effectively. The indicators of Commitment to a Common Purpose, Trust Among the Participants, Access to Authority, and Information Sharing have been implemented well through shared objectives, mutual trust, government support, and transparent information exchange. Meanwhile, the indicators of Networked Structure, Governance, distributive accountability, and Access to Resources have not yet been fully optimized due to the stagnation of the partnership with Bye Bye Plastic Bag, the limited participation of several minimarket partners, the absence of an optimal Governance mechanism for external partnerships, and the underutilization of available resources. In conclusion, Collaborative Governance in the management of BUM Desa Surya Sejahtera has been implemented collaboratively; however, improvements are still required in sustaining partnerships, strengthening stakeholder coordination, enhancing accountability, and optimizing resource utilization to achieve more effective and sustainable management.
