Abstract
Post-disaster population administration services required governance arrangements capable of ensuring service resilience through interorganizational coordination. This study aimed to analyze network governance in strengthening the resilience of post-disaster population administration services through the Duta Hatiku Program implemented by the Department of Population and Civil Registration of Sidoarjo Regency. The study employed a descriptive qualitative approach. Informants were selected using purposive and snowball sampling techniques, while data were collected through interviews, observations, and documentation. Data were analyzed using the interactive model developed by Miles, Huberman, and Saldana, with the Network Governance theory proposed by Kapucu and Hu (2020) serving as the analytical framework. The findings showed that the Duta Hatiku Program established a network governance system involving the Department of Population and Civil Registration, the Regional Disaster Management Agency (BPBD), and village administrations through both formal and informal coordination. The program strengthened the resilience of population administration services by delivering responsive, adaptive, and collaborative services to fire disaster victims. However, several challenges remained, including delays in data confirmation, limited mobility, and field coordination that was not consistently carried out effectively.
