Abstract

This study aims to analyze the effects of Local Own-Source Revenue (PAD), General Allocation Fund (DAU), Special Allocation Fund (DAK), Revenue Sharing Fund (DBH), and the COVID-19 pandemic on regional expenditure, as well as to identify the occurrence of the flypaper effect in regencies and municipalities of East Nusa Tenggara Province. This study employs secondary data analyzed using panel data regression. The results indicate that PAD, DAU, DAK, DBH, and the COVID-19 pandemic have a positive and significant effect on regional expenditure. Furthermore, the study finds evidence of the flypaper effect, as indicated by the greater influence of DAU compared to PAD on regional expenditure. The significance of the COVID-19 variable suggests that the pandemic affected regional spending patterns during the observation period and potentially strengthened regional dependence on intergovernmental transfers from the central government. These findings indicate that local governments in East Nusa Tenggara Province still exhibit a relatively high dependence on central government transfers in financing regional expenditure.
