Abstract

Poverty is a structural problem that continues to be a primary focus of development policy, including in Tuban Regency, which despite having significant economic potential from the industrial, agricultural, and mining sectors, consistently remains among the regencies with the highest poverty rates in East Java Province. This study aims to analyze the influence of the Human Development Index (HDI), Economic Growth, and the Open Unemployment Rate (OUR) on the Poverty Rate in Tuban Regency for the period 2010–2024. This research employs a quantitative approach using secondary time-series data obtained from the Central Bureau of Statistics (BPS) of Tuban Regency, with multiple linear regression analysis processed using EViews 12. The results show that the Human Development Index has a negative and significant effect on the Poverty Rate, while Economic Growth and the Open Unemployment Rate have a positive but not significant effect on the Poverty Rate. This is because the benefits of economic growth have not been evenly felt by the community, and the employment structure remains dominated by the informal sector, meaning that a decline in unemployment does not necessarily reflect a decline in poverty. Simultaneously, all independent variables have a significant effect on the Poverty Rate in Tuban Regency. This research is expected to serve as a consideration for the Tuban Regency Government in formulating policies to improve the quality of human resources and promote equitable economic development in order to sustainably reduce the poverty rate.
