Abstract
This study aims to analyze the implementation of the MADAGASKAR Program (Community and Family Fire Preparedness) in fire prevention efforts in Gading Village, Tambaksari District, Surabaya City. Using the policy implementation theory of George C. Edwards III, this research focuses on four main variables: communication, resources, disposition, and bureaucratic structure. The research method used is descriptive qualitative with data collection techniques through in-depth interviews, observation, and documentation. The results show that the program's implementation has not been fully optimal. In terms of communication, there was an uneven intensity of socialization and an absence of written Standard Operating Procedures (SOPs). The available resources, such as the number of staff and APAR facilities, were deemed sufficient; however, information and the authority of the cadres remained unclear. The cadres' disposition or attitude was very positive and served as the program's main pillar, but bureaucratic arrangements and incentive systems remained weak. Overall, the program runs more due to the initiative and intrinsic motivation of the cadres rather than a structured and consistent system.
