Abstract
Health development is one of the challenges faced by various regions, including the city of Surabaya. Although Surabaya’s Human Development Index (HDI) falls into the “very high” category, disparities in access to health services across different regions remain an unresolved issue. This situation calls for efforts to improve the effectiveness of health programs as part of a sustainable human development strategy. This study aims to measure the extent to which National Health Insurance (JKN) coverage, local government health spending, and the availability of health workers influence improvements in the Human Development Index in the City of Surabaya during the 2014–2023 period. Partially, the results indicate that JKN coverage has a positive and significant effect on the HDI. Similarly, local government health spending and the availability of health workers each demonstrate a positive and significant influence on the HDI in Surabaya. Simultaneously, these three variables collectively prove to have a significant influence on the Human Development Index in Surabaya.
