Abstract
This study aims to analyze the implementation of the Identitas Kependudukan Digital (IKD) Program in population administration services at Sukomanunggal District, Surabaya City. The Identitas Kependudukan Digital (IKD) Program is a government initiative to support the digital transformation of public services in order to make them more effective, efficient, and accessible to the public. This study employs a descriptive qualitative approach. Data were collected through observation, interviews, and documentation involving informants from the district office, the Population and Civil Registration Office of Surabaya City, and members of the public who use IKD services. Data were analyzed through data reduction, data presentation, and conclusion drawing. The results indicate that the implementation of the Identitas Kependudukan Digital (IKD) Program in Sukomanunggal District has been carried out relatively well and has supported the digitalization of population administration services. This is reflected in improved accessibility to public services, faster administrative processes, and more convenient digital storage of population data. In addition, the government has been considered sufficiently responsive in providing assistance and guidance to the public. However, several challenges remain, including the public's limited digital literacy, inadequate access to smartphones, and concerns regarding data security. Therefore, greater efforts in public outreach and education are needed to optimize the implementation of the Identitas Kependudukan Digital (IKD) Program.
