Abstract

This study aims to analyze the forms of community participation, the level of participation, and the supporting and inhibiting factors of community participation in the development of urban farming educational tourism at Kampoeng Pintar Oase, Tembok Gede, Surabaya. This research employed a qualitative method with a descriptive approach through observation, interviews, and documentation. The results indicate that community participation occurs in the planning, implementation, benefit utilization, and evaluation stages, with labor participation being the most dominant form. Based on Arnstein’s Ladder of Citizen Participation theory, the level of community participation is categorized as consultation, indicating that community members have opportunities to express their opinions and participate in activities but do not yet possess full authority in decision-making processes. Supporting factors include mutual cooperation, environmental awareness, and support from various stakeholders, while inhibiting factors include community members’ busy schedules, low involvement of younger generations, and uneven participation. This study concludes that increasing community involvement in decision-making processes and strengthening community member regeneration are necessary to support the sustainability of urban farming educational tourism development.
