Abstract
Poverty is still a development problem faced by Indramayu Regency, even though various poverty alleviation programs have been implemented. One of the efforts made is through the empowerment of Micro, Small, and Medium Enterprises (MSMEs). Bang Pilo MSMEs, which are engaged in the development of Lombang pindang products, are one of the region's leading products developed through collaboration between the local government, the private sector, and the community. However, there are still various limitations, such as suboptimal business support facilities and the need to strengthen synergy between actors in supporting the sustainability of MSME empowerment. Therefore, this study aims to analyze and describe the implementation of Collaborative governance in empowering Bang Pilo MSMEs as an effort to reduce poverty in Indramayu Regency. This study uses a qualitative research method with a descriptive approach. Data was obtained through interviews, observations, and documentation. The focus of this research uses the theory of Collaborative governance according to Ansell and Gash (2007) which consists of starting conditions, institutional design, facilitative leadership, and collaborative process. The results of the study show that the implementation of Collaborative governance in empowering Bang Pilo MSMEs has involved the Indramayu Regency Cooperatives, SMEs, Trade and Industry Office, PT Polytama Propindo through CSR programs, as well as MSME actors. The collaboration is realized through entrepreneurship training, business assistance, strengthening human resource capacity, product development, and marketing expansion. The collaborative process takes place through dialogue, trust building, shared commitment, and common understanding in achieving the goal of community economic empowerment. This research shows that synergy between local governments, the private sector, and the community is able to strengthen the capacity of MSMEs and encourage an increase in the economic activities of coastal communities. However, obstacles are still found in the form of limited facilities and infrastructure to support the business.
