Abstract
The emergence of several government policies that have sparked public unrest requires the public to be aware of the significant impact these policies have on their lives. Because unilateral policies implemented without involving public aspirations will have negative consequences, ranging from economic and social aspects to public welfare. This phenomenon has been captured by content creators on TikTok. These creators are using TikTok to voice concerns and educate groups still indifferent to the current political situation by promoting tone-deaf narratives. Through video content that includes both educational and satirical content, these content creators are attempting to change public disinterest, encouraging them to become more politically aware and not become silent citizens when their rights are threatened. This study aims to analyze the digital discourse regarding netizen resistance to government policies through tone-deaf narratives on TikTok in 2025. The results show that tone-deaf discourse on TikTok is constructed multidirectionally. The casual appearance and simple background settings used by content creators build trust and emotional connection with their audiences. The terms tone deaf, government policy, public unrest, and criticism are consistently used in all content featuring tone deaf narratives. Netizen responses demonstrate a distinct duality, with pro-content and anti-content groups. Video content featuring tone deaf narratives is a manifestation of digital political participation that operates through the "No Viral No Justice" mechanism. The conclusion of this study is that TikTok has transformed into a serious public discourse space, a place where the public or netizens freely express their criticism and arguments in the fight for justice and their rights as citizens.
