Abstract

The welfare of micro-businesses in Sidoarjo Regency faces serious challenges due to the massive growth of modern retail and the limited physical quality of traditional stalls. In response to this gap, the Government of Sidoarjo Regency launched an intervention policy through the "Warung Rakyat Direnovasi" Program based on Regent Regulation Number 30 of 2023. However, the success of this program in the field heavily depends on the effectiveness of the regulation translation process by the implementing actors. This study aimed to analyze in depth the effectiveness of implementing the "Warung Rakyat Direnovasi" program as an effort to empower micro-businesses in Sidoarjo Regency. This study utilized a descriptive qualitative approach. Data were gathered through triangulation techniques including in-depth interviews with key informants, observation, and documentary studies. Data analysis was conducted interactively through data reduction, data display, and conclusion drawing stages. George C. Edwards III’s implementation model theory was used as an analytical tool by dissecting four main variables: communication, resources, disposition, and bureaucratic structure. The results showed that all four variables operated effectively, integratively, and systemically. Communication transmission flowed smoothly through formal and informal channels, resources were optimally managed using a vertical workload-sharing strategy, implementers' disposition showed a strong and accountable commitment, and the bureaucratic structure ran systematically in accordance with standard operating procedures. The systemic synergy of all implementation variables proved successful in cutting through red tape, accelerating physical target completion in the field, and delivering a clean, honest, and accountable public service to upgrade micro-businesses.
