Abstract
The Quality Family Village Program is a government initiative to improve family quality through community-based development. This study aims to describe and analyze community participation in the implementation of the “WR Soepratman” Quality Family Village Program in Kapasmadya Baru Subdistrict, Tambaksari District, Surabaya City. This study employed a descriptive qualitative method through observation, interviews, and documentation. The analysis was conducted based on the stages of information, consultation, deciding together, acting together, and supporting. The results show that the information, consultation, and deciding together stages have been implemented fairly well. The acting together stage has also been implemented, but still needs improvement because active community participation has not been consistent across all activity groups. Meanwhile, the supporting stage has not been achieved, as community support remains limited to attendance and program utilization. Therefore, community participation has occurred at several stages, but has not yet reached the highest level of participation.
