Abstract
Women online motorcycle taxi drivers still face various vulnerabilities in their work, including gender discrimination, social stigma, double burdens, and the risk of violence and harassment. As an effort to empower women, the Office of Women's Empowerment, Child Protection, and Population (DP3AK) of East Java Province implemented the Gerakan Sayang Perempuan Ojek Online (GASPOL) program through training and mentoring activities. This study aims to analyze the public value created through the implementation of the GASPOL program. The research employed a descriptive qualitative method and used the public value dimensions proposed by Kelly et al. (2002), namely service, outcomes, and trust/legitimacy. Data were collected through observation, interviews, and documentation, and analyzed using the interactive model of Miles et al. (2014). The findings show that the GASPOL program has created public value through services that meet participants’ needs, benefits experienced by participants after joining the program,and the development of trust between participants and program organizers. The public values generated by the program include economic value, social value, empowerment value, equality value, independence value, and protection value for women online motorcycle taxi drivers. The program also contributed to improving participants’ skills, self-confidence, business opportunities, and social support. In addition, open communication and responsive services helped strengthen participants’ trust in the program. However, the creation of public value has not been fully optimized, particularly in terms of business sustainability and post-program mentoring.
