Abstract
Special Economic Zones (SEZs) are regarded as a development instrument capable of promoting economic structural transformation and regional economic growth, although their impacts are not always immediately observable. This study aims to analyze changes in the economic structure and examine the effects of the manufacturing sector, construction sector, and SEZ policy on the economic growth of Batam City. The study employed a descriptive quantitative approach using multiple linear regression analysis and parametric difference tests. The results indicate that the average Herfindahl-Hirschman Index (HHI) increased from 0.3516 to 0.3754, but the change was not statistically significant, suggesting that Batam's economic structure remains concentrated in its leading sectors, consistent with the Growth Pole Theory. The manufacturing and construction sectors have a significant positive effect on economic growth, whereas the SEZ policy has no significant effect due to a policy time lag. Therefore, the government should accelerate logistics infrastructure development, provide incentives for non-leading sectors, and expand access to financing for micro, small, and medium enterprises (MSMEs) to enhance the effectiveness of SEZ implementation.
