Abstract
The city government plays a crucial role in managing urban cultural heritage areas, not only to preserve historical identity but also to develop sustainable tourism potential that contributes to the local economy. The Kembang Jepun Chinatown area in Surabaya, designated as a cultural tourism destination in 2022, serves as a prime example of an area with high historical value and a strategic location within the Old Town district. However, its management still faces various challenges, such as fluctuating visitor numbers throughout the year, heavy reliance on event-based activities, limited supporting infrastructure, and insufficient engagement of local businesses. This study aims to describe the optimization strategies implemented by the Surabaya City Department of Culture, Tourism, Youth, and Sports. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation, then analyzed using a strategic management model (Wheelen & Hunger, 2012) that encompasses environmental scanning, strategy formulation, implementation, and evaluation and control. The research findings indicate that, from an administrative standpoint, the four strategic priorities are proceeding well. However, significant gaps remain on the ground. The area’s reliance on events is evident from the 861% surge in visitors during events, while the area tends to be quiet outside of them. The existing strategies also have not yet concretely addressed the identified weaknesses and threats. Furthermore, follow-up on evaluation results remains slow and inconsistent. In conclusion, the optimization of the Kembang Jepun Chinatown area requires support from more comprehensive mitigation strategies, consistent program implementation, and improved responsiveness to evaluation findings, so that the area can develop as a sustainable cultural destination not just bustling during specific events.
