Abstract
This study aims to analyze the management of the *Kelurahan* (Urban Village) Fund in Wonorejo, Tegalsari District, Surabaya City, and to examine its implementation as a form of *bela negara* (defense of the state) through the principles of transparency, accountability, and community participation. The study employs a qualitative approach using a case study method. Data were collected through observation, interviews, and documentation, and subsequently analyzed using the Miles and Huberman interactive model with the aid of NVivo 12 software. The results indicate that the management of the *Kelurahan* Fund has been carried out through planning, implementation, reporting, and accountability stages in accordance with applicable regulations, while also involving the community through deliberative meetings. Transparency and accountability have been implemented, although challenges remain—specifically budget limitations, uneven program distribution, and technical obstacles during activity execution. The community-oriented management of the *Kelurahan* Fund reflects the application of "financial patriotism" values as a form of *bela negara* through responsible and principled governance.
