Abstract
Sexual exploitation against children is a serious crime that leaves profound trauma. Although legal protection regulations have been comprehensively established, cases of child sexual exploitation in East Java Province continue to experience a significant increase. This study aims to evaluate the implementation of legal protection for child victims of sexual exploitation by the Office of Women's Empowerment, Child Protection, and Population of East Java Province, as well as to identify empirical obstacles and their resolution efforts. The method used is empirical juridical research with statutory and conceptual approaches. The research results indicate that the relevant institution has organized integrated repressive and preventive protection mechanisms, ranging from complaint services, outreach, provision of safe houses, to medical, psychological, and legal assistance. However, the effectiveness of this protection is hindered by strong social stigma triggering victims' reluctance to report, a scarcity of experts, budget limitations, and security risks for officers. The conclusion of this study asserts that resolving child exploitation cases cannot rely solely on formal legal procedures. Solving this problem requires cross-institutional synergy, massive community education, and government intervention in alleviating poverty as the root of vulnerability to sexual exploitation.
