Abstract
This study aims to evaluate the implementation of the I-PUBERS (Subsidized Fertilizer Integration) application in the distribution of subsidized fertilizers in Benjeng District, Gresik Regency. This application was developed to improve the transparency and accountability of fertilizer distribution based on e-RDKK data. The study employed a descriptive qualitative approach using the CIPP (Context, Input, Process, Product) evaluation model developed by Stufflebean (2017). Data were obtained through interviews, observations, and documentation involving agricultural extension officers, agricultural officers, official kiosk officers, and maps of subsidized fertilizer recipients. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldana with triangulation techniques. The results of the study indicate that, in the context aspect, the implementation of I-PUBERS is relevant to the need for improving fertilizer distribution governance. From the input aspect, the strategies implemented, the quality of human resources, regulatory support, and supporting infrastructure are considered adequate. In the process aspect, implementation has followed the established digital procedures, although technical constraints such as system disruptions and inconsistencies in administrative data were still encountered. In the product aspect, the application contributes to improving accountability, efficiency, and the accuracy of fertilizer distribution targeting; however, system optimization and strengthening user capacity are still needed. Overall, the implementation of I-PUBERS in Benjeng District demonstrates progress in the digitalization of subsidized fertilizer governance, although several aspects still require improvement.
