Abstract

The Pemuda Tangguh Surabaya Scholarship Program was established to support students facing financial constraints in pursuing higher education; however, its implementation has not yet fully contributed to ensuring timely graduation. This study aims to examine the influence of scholarship program implementation and learning motivation on the academic success of students at UPN “Veteran” Jawa Timur. Pursuant to Peraturan Wali Kota Surabaya Nomor 135 Tahun 2022, the Pemuda Tangguh Surabaya Scholarship Program is designed to provide educational financial assistance and ensure the continuity of students’ studies until graduation within the prescribed period. This research employed a quantitative method with a correlational approach. The population consisted of 291 scholarship recipients from the 2020 and 2021 cohorts, while a sample of 75 respondents was determined using the Slovin formula and selected through accidental sampling. Data were collected through a four-point Likert-scale questionnaire and analyzed using SPSS version 27, including validity and reliability tests, classical assumption tests, simple linear regression analysis, coefficient of determination analysis, and t-tests. The findings revealed that the mean scores for policy implementation (X1), learning motivation (X2), and academic success (Y) were 3.18, 3.52, and 3.24, respectively. Furthermore, policy implementation had a positive and significant effect on academic success (r = 0.837; R² = 70.0%). Learning motivation also had a positive and significant effect on academic success (r = 0.911; R² = 82.9%) and emerged as the variable with the strongest influence. The study concludes that better implementation of the Pemuda Tangguh Surabaya Scholarship Program and higher levels of learning motivation significantly increase the likelihood of achieving optimal academic success.
