Abstract
This study aims to examine the strategy of the Dinas Pemberdayaan Perempuan, Perlindungan Anak, Pengendalian Penduduk, dan Keluarga Berencana (DP3APP-KB) of East Kotawaringin Regency in supporting the realization of Kabupaten Layak Anak (KLA). The study employed a descriptive qualitative approach, with data collected through observation, interviews, and documentation. Data were analyzed using the SOAR (Strengths, Opportunities, Aspirations, Results) framework. The findings indicate that the implementation of the DP3APP-KB strategy is supported by the competence of human resources who have received training on children's rights and Pengarusutamaan Gender (PUG), the institution’s role as the leading sector, and cross-sector synergy established through the KLA Task Force. In terms of opportunities, program implementation is supported by conducive government policies, the utilization of digital technology, the participation of Forum Anak Daerah, and partnerships with various stakeholders. The aspirations that emerged emphasize strengthening coordination among regional government agencies and increasing children's involvement in the regional development process. The implementation of these strategies has contributed to the attainment of the Kabupaten Layak Anak award in the Pratama category for two consecutive years, as well as various achievements in the field of child protection. Nevertheless, the increasing number of cases of violence against children indicates that the implementation of KLA continues to face challenges and has not yet been fully optimal. The findings underscore that the success of Kabupaten Layak Anak should not be measured solely by the fulfillment of institutional indicators or the attainment of awards, but also by the effectiveness of child protection efforts, as reflected in a reduction in cases of violence against children. Therefore, strengthening cross-sector coordination, improving the quality of child protection services, and optimizing collaboration among stakeholders are strategic priorities for realizing a sustainable Kabupaten Layak Anak.
