Abstract

Advancements in information technology have inspired the use of knowledge-based systems to support decision-making processes, including in the field of family law. The high number of family-related cases in Indonesia indicates that the public’s need for guidance in family legal services remains significant. However, many people still lack a comprehensive understanding of legal resolution procedures, causing difficulties in selecting appropriate legal services for the problems they face. This study aims to design and implement an expert system for selecting family legal services as an initial consultation tool for the public. The rule-based inference method used in this system is Forward Chaining to trace facts toward conclusions, while the Certainty Factor method is applied to determine the confidence level of the recommendations produced. The system was developed as a web-based application with a knowledge base obtained from laws and regulations, literature studies, and family law experts. Based on the testing results, the system was able to provide recommendations for legal services according to the facts selected by users, such as divorce, child custody, alimony, and marital property disputes, with an expert validation accuracy rate of 86.67%.
