Abstract
Village main road infrastructure plays a crucial role in supporting regional connectivity and the economy, particularly in the agricultural sector which is the backbone of the community. Although the Tuban Regency Government's administrative data showed that the stability level of village main roads reached 95.18% in 2024, the phenomenon in the field indicated a paradox. There was a drastic decline in the number of maintenance activities and budget allocations, a failure to achieve regional connectivity targets consistently, and widespread public complaints regarding road damages that disrupted mobility. This study aimed to describe and analyze in depth the implementation process of the periodic maintenance program for village main roads by the Department of PUPR-PRKP (Bina Marga Division) of Tuban Regency. This study employed a descriptive qualitative method, utilizing data collection techniques such as in-depth interviews with key informants, field observations, and documentation. The data were analyzed using the six variables of the Van Meter and Van Horn policy implementation model. The results indicated that the program's implementation was administratively successful, supported by the adequate technical capacity of the apparatus and high implementer commitment. However, its contextual and participatory implementation in the field remained suboptimal. The main obstacles found included poor communication and coordination among the department, village governments, and the community; budget constraints that triggered a backlog of repair proposals; and the application of technical standards that had not specifically accommodated local environmental conditions, such as drainage issues. In conclusion, this road maintenance program strongly required strategic improvements through the institutionalization of two-way communication, increased information transparency, integration of drainage handling, and enhanced community participation to ensure the program's execution is more effective, targeted, and sustainable.
