Abstract
This study aims to analyze the role of the Social Service Office of Surabaya City in fostering screen-printing training at Rumah Anak Prestasi (RAP) Nginden to improve the skills and independence of persons with disabilities. The problem addressed is the suboptimal implementation of government roles in enhancing the effectiveness of the training program, as indicated by low participant involvement and limitations in the learning process. This study employs a descriptive qualitative method with data collection techniques including interviews, observations, and documentation. The analysis is based on Arif’s theory of governmental roles, encompassing roles as a dynamist, facilitator, and catalyst. The results show that the dynamist role has been implemented through multi-stakeholder collaboration, the facilitator role is relatively adequate in providing infrastructure despite limited mentor competence, while the catalyst role remains suboptimal due to a lack of innovation and motivation to increase participation. In conclusion, improvements in mentor capacity, stronger outreach strategies, and program innovation are needed to enhance the effectiveness of screen-printing training in promoting independence among persons with disabilities.
