Abstract

This research aims to evaluate the discrepancy between macroeconomic growth and the acceleration of the Human Development Index (HDI) in Kendal Regency over the 2015-2024 period. Employing a quantitative approach with multiple linear regression estimated via EViews 13, this study analyzes the contributions of economic growth rates, aggregate labor, and minimum wage standardization as determinant variables. Empirical analysis reveals that economic growth partially exhibits a positive but non-significant correlation, indicating existing barriers to inclusive welfare distribution. Conversely, labor and minimum wage variables demonstrate a positive and significant impact, with wage policy emerging as the most dominant factor in driving improvements in community quality of life. With a coefficient of determination of 98.7%, this model confirms that strengthening local labor capacity and harmonizing wage regulations are the most crucial policy instruments for transforming economic output into higher quality and more sustainable human development outcomes in the region.
