Abstract

ANALYSIS OF COMMUNITY FOREST MANAGEMENT STRATEGY BASED ON THE FOREST STEWARDSHIP COUNCIL (FSC) SCHEME FOR DEFORESTATION MITIGATION (A CASE STUDY IN FMU WANA SEMERU AGUNG, LUMAJANG) ABSTRACT Indonesia's net deforestation rate, which reached 175,400 hectares in 2024 — including the loss of 18 hectares of natural forest in Lumajang Regency — poses a serious threat to ecosystem integrity in the buffer zone of the Bromo Tengger Semeru National Park (TNBTS). Market pressures on timber commodities and the economic needs of local communities heighten the risk of encroachment into conservation areas if community forests are not managed productively and sustainably. This study aims to analyze the level and dynamics of deforestation and evaluate the community forest management strategy based on the Forest Stewardship Council (FSC) scheme in the Forest Management Unit (FMU) Wana Semeru Agung, Lumajang Regency. This research employed a Mixed Methods approach with a Concurrent Embedded model, in which dominant qualitative data were supported by quantitative data. Data were collected through spatial observation, questionnaires, and interviews with 50 respondents from farmer groups, and analyzed using William N. Dunn's six criteria of public policy evaluation with the aid of NVivo 15 software. Spatial analysis results indicate that the deforestation rate has been successfully suppressed, evidenced by the complete elimination of bare land area to 0 hectares in 2023–2024. Evaluatively, the FSC strategy proved ecologically effective, with 70% of farmers adopting agroforestry practices; economically efficient and equitable, with 98% of farmers reporting increased income from premium timber prices; and responsive, as it complies with the replanting obligation under Lumajang Regency Regional Regulation Number 1 of 2023. However, in terms of adequacy, it was found that there was a challenge in the form of high pressure for land conversion due to a surge in land prices reaching Rp2 million/m² in the buffer zone. In conclusion, FSC management is highly effective in mitigating deforestation, but requires strengthened regional regulations in the form of the designation of areas of community forest as protected areas to prevent land conversion in the future.
