Abstract
The performance assessment of Program Keluarga Harapan (PKH) facilitators in Pamekasan Regency still faces several challenges, particularly in the preparation, submission, checking, and validation of monthly reports, which are mostly conducted manually. This condition leads to delays, data inconsistencies, and difficulties for district coordinators in conducting objective and efficient performance evaluations. This study aims to design and develop a management information system for the monthly performance assessment of PKH facilitators by implementing the Analytical Hierarchy Process (AHP) and Simple Additive Weighting (SAW) methods. The AHP method is applied to determine the weights of assessment criteria based on their level of importance, while the SAW method is used to calculate preference values and generate facilitator performance rankings. The developed system is a web-based application designed to assist facilitators in preparing structured monthly reports and to support district coordinators in validating, monitoring, and assessing facilitator performance. Functional testing using the black box method indicates that the system operates according to the defined functional requirements. In addition, usability testing was conducted using the USE Questionnaire, which evaluates usefulness, ease of use, ease of learning, and user satisfaction. The results show that the system has good usability and is easy to use by users. Therefore, the system improves the efficiency of monthly report management, supports more objective performance assessment, and is expected to enhance facilitator motivation to complete reports accurately and on time.
