Abstract
This study aims to analyze the innovation of the Senja (Sedot Tinja) in improving the Scheduled Sludge Faces Service (LLTT) in Surabaya City. This innovation, developed by the Department of Water Resources and Highways (DSDABM), represents a form of digitalization of public services in the sanitation sector. The study used a qualitative approach, with data collection techniques through interviews, observation, and documentation. The analysis was based on Rogers' diffusion of innovation theory, which includes five indicators: relative advantage, suitability, complexity, trialability, and observability. The results indicate that the Senja application has performed quite well and facilitated the registration and ordering process for LLTT services compared to the previous system. This innovation is considered effective in increasing access and transparency of services. However, the implementation of the innovation has not yet fully met the five dimensions of innovation diffusion optimally. Obstacles remain in the suitability and complexity dimensions, particularly related to differences in community digital literacy and the complexity of using the website-based system. In conclusion, the Senja has contributed positively to improving the quality of sanitation services in Surabaya City, but still requires improvements to ensure more equitable and easy access for all levels of society.
