Abstract
Citizen diplomacy refers to the involvement of non-state actors in diplomatic practices traditionally dominated by official state institutions. In this context, Yayasan Mudra Swari Saraswati, through the organization of the Ubud Writers & Readers Festival (UWRF), represents a concrete example of citizen diplomacy in the field of culture and literature. This annual international literary festival, held in Ubud, Bali, aims to bring together writers, readers, and creative industry actors from various countries into a shared space for global dialogue. Since its consistent implementation, UWRF has gone beyond literary discussions by featuring artistic performances, book launches, and thematic programs addressing humanitarian, environmental, and global political issues. This study employs a descriptive method with a qualitative approach, utilizing primary data from interviews and secondary data from literature review and social media analysis. The research focuses on the period from 2020 to 2025, highlighting the evolving themes and the festival’s expanding role in responding to global challenges. The analysis applies the concept of citizen diplomacy and draws on the typology of citizen diplomats proposed by Paul Sharp, particularly three key roles. The findings indicate that UWRF serves as an effective platform for fostering people-to-people contact, strengthening cultural exchange, and enhancing Indonesia’s international image through the active participation of non-state actors.
