Abstract
Early marriage remains a social issue that affects the quality of human resources, particularly among adolescents. The government, through the National Population and Family Planning Board (BKKBN), implements the Youth Information and Counseling Center Program (PIK-R) as an effort to prevent early marriage. This study aims to analyze the effectiveness of the implementation of the PIK-R Program in Kedungturi Village, Taman District, Sidoarjo Regency. This research employs a descriptive qualitative method, with data collected through interviews, observation, and documentation. The analysis of program effectiveness is based on five indicators proposed by Sutrisno (2007), namely program understanding, target accuracy, timeliness, goal achievement, and tangible outcomes. The results show that the implementation of the PIK-R Program in Kedungturi Village has not been fully effective. The program has performed relatively well in terms of timeliness and tangible outcomes, as indicated by regular program implementation and positive changes in adolescents’ attitudes and behavior. However, program understanding, target accuracy, and goal achievement have not been optimal due to low adolescent participation, limited budget, and insufficient socialization. Nevertheless, the PIK-R Program continues to contribute positively to adolescent development as an effort to prevent early marriage.
