Abstract
This research departs from a legal issue concerning the low level of public understanding regarding the procedure for drafting the Mayor of Surabaya Regulation (Raperwali), particularly related to Posyandu, even though the mechanism has already been stipulated in Law No. 12 of 2011 on the Formation of Laws and Regulations and its implementing provisions. The lack of public knowledge about the stages of planning, drafting, deliberation, ratification, and promulgation of Raperwali creates a gap between the normative process carried out by the local government and the involvement of society as stakeholders. This research employs a descriptive qualitative method through field research and document studies. Primary data were obtained from in-depth interviews with officials involved in the drafting process, while secondary data were collected from legal and administrative documents. The findings explain the conformity of the drafting of the Surabaya Mayor Regulation on Posyandu with the Law on the Formation of Laws and Regulations. Although the drafting procedure has followed the applicable legal provisions, several obstacles remain, including limited human resources, the lack of legal drafting experts, and lengthy bureaucratic processes. The drafting of the Surabaya Mayor Regulation on Posyandu has a valid legal and procedural basis in accordance with statutory provisions. However, to ensure the effectiveness and legitimacy of the regulation, aspects of transparency, strengthened cross-sectoral coordination, and institutional capacity building are required. Thus, the existence of the Mayor Regulation on Posyandu is not only an administrative legal instrument but also a means of community empowerment in supporting the achievement of Minimum Service Standards (SPM) in public services.
