Abstract

This study examines community empowerment carried out by BUMDes (Village-Owned Enterprise) Jaya Abadi in Balongpanggang Village, Balongpanggang District, Gresik Regency, using the community empowerment theory proposed by Mardikanto and Soebianto (2017). The research is grounded in the fact that southern Gresik remains underdeveloped, causing many BUMDes to perform suboptimally. However, BUMDes Jaya Abadi has grown rapidly and earned various awards. This contrast serves as the basis for analyzing how its management and empowerment practices operate effectively. Using a qualitative method with data collected through observation, in-depth interviews, and documentation, the findings show that community empowerment has not been fully successful. Overall, BUMDes Jaya Abadi has implemented four aspects of empowerment, yet their execution remains suboptimal. Recommendations include strengthening communication and socialization efforts, improving human resource capacity, advancing governance digitalization, and expanding public participation in planning and decision-making Keywords: Village-Owned Enterprise; Village; Community; Empowerment
