Abstract
The Sepatu Kaca Program is an initiative of the Tuban Regency Government to empower women, strengthen family capacity, and encourage child protection at the village level. This research analyzes the implementation in Tahulu Village using the theory of George C. Edwards III (communication, resources, disposition, and bureaucratic structure) with qualitative methods through interviews, observations, and documentation.The research results show that the program runs quite effectively, but still faces obstacles. Socialization is not even and technical information is not consistent. Limited resources, especially accompanying human resources and practice facilities. Facilitators and cadres are highly motivated, but the sense of village ownership is still low. The bureaucratic structure has a clear SOP, but the field coordination still overlaps. The study concluded that the success of the program is influenced by communication, resource sufficiency, implementation commitment, and bureaucratic coordination. It is suggested to strengthen the capacity of cadres, improve training facilities, and integrate programs with APBDes for sustainability in Tahulu Village.
