Abstract
Free trade in Indonesia today has encouraged people’s desire to improve their appearance, creating opportunities in the cosmetics trade. However, the lack of knowledge among business actors regarding the registration of product distribution permits has resulted in the continued circulation of cosmetics without distribution permits. This study aims to examine the implementation of the Jatim Glowing assistance program by BBPOM Surabaya for cosmetic business actors. The research method employed is descriptive qualitative, analyzed using the policy implementation theory proposed by Van Meter and Van Horn (1975) as cited in Agustino (2022), which consists of six indicators: policy standards and objectives, resources, characteristics of implementing agencies, disposition or attitudes of implementers, inter-organizational communication and implementation activities, and the economic, social, and political environment. The results of the study indicate that BBPOM Surabaya has implemented the Jatim Glowing assistance program fairly well. In terms of policy standards and objectives, the implementation has referred to relevant regulations. The resource indicator has been implemented adequately; however, there are obstacles related to the limited quantity of human resources. The characteristics of implementing agencies are considered fairly good, as evidenced by training and guidance provided to facilitators. The disposition or attitudes of implementers are also considered fairly good, reflected in the positive attitudes of the facilitators. Inter-organizational communication and implementation activities have been carried out fairly well, particularly in accelerating information dissemination. Furthermore, the economic, social, and political environment indicators are considered fairly good, as demonstrated by the involvement of cosmetic MSMEs, the availability of solutions related to funding, and support from other institutions.
