Abstract
The implementation of e-government has become essential for government institutions in the post–COVID-19 period to minimize face-to-face services, which is reflected in the efforts of the Department of Population and Civil Registration of Jayapura City through the PACEMACE web-based online population administration service. Although this service aims to simplify public access, several internal challenges are still encountered in its implementation. Therefore, this study aims to measure and analyze the e-readiness of the Department of Population and Civil Registration of Jayapura City in implementing PACEMACE. The research method used is descriptive quantitative, with e-readiness assessment based on the STOPE+B framework (Strategy, Technology, Organization, People, Environment, Budget) from Al-Osaimi et al. (2006), along with the CID Harvard (2019) ranking. The results show that the Strategy domain scored 78.20, Technology 74.60%, Organization 67.40%, People 72.00%, Environment 72.00%, and Budget 72.60%. Based on these overall assessments, the readiness level of PACEMACE implementing actors falls into the Ready category with an overall grade of 3.70 or 74.00%..
