Abstract

Stunting remains a critical public health challenge and a national development priority, including in Lamongan Regency. This study analyzes the implementation of the Dynamic Governance principles Thinking Ahead, Thinking Again, and Thinking Across in accelerating stunting prevention efforts in the region. Employing a descriptive qualitative method, data were collected through in-depth interviews, documentation, and literature review involving key stakeholders such as the Health Office, the Population and Family Planning Office, the Village Community Empowerment Office, Bappeda, and village governments representing best practices. The findings reveal that Thinking Ahead is reflected in medium- and longterm planning, cross-sector data integration, and the establishment of measurable stunting reduction targets. Thinking Again is demonstrated through routine evaluations, identification of implementation barriers, and systematic follow-up to strengthen program performance. Meanwhile, Thinking Across is evident in multisector collaboration, the active role of TPPS, village-level engagement, external partnerships including the World Bank, and various local innovations. Overall, the study concludes that the application of Dynamic Governance substantially enhances the governance of stunting prevention in Lamongan Regency, although sustained improvements in evaluation consistency, data synchronization, and cross-sector coordination are still required to ensure long-term program effectiveness.
