Abstract
This study examines the role of the East Java Women's Empowerment, Child Protection, and Population Service (DP3AK) in the Loving Women Movement Program Online (GASPOL) in Surabaya City as an effort to empower women. This research is based on Rosmaladewi (2018) theory of government roles, which encompasses three main dimensions, the government's role as a regulator, its role as a dynamic agent, and its role as a facilitator. The research method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation, and data validation through triangulation. The results of the study indicate that the relevant agencies have played an active role in empowering women through program training. However, several challenges were still found, such as the lack of Standard Operating Procedure (SOP) as a basic reference for participants, unstructured evaluations, lack of post-training assistance, lack of collaboration with other institutions, and unequal distribution of aid to those truly in need. This study concludes that the agencies have played a fairly good role in the women's motorcycle taxi empowerment program online. However, strengthening is needed in several aspects so that the program can run more optimally and provide more sustainable impact for program participants.
