Abstract
This study examines how the collaborative governance process can accelerate stunting reduction at the village level, focusing on a case study in Sumberaji Village, Sukodadi District, Lamongan Regency. Drawing on the Collaborative Governance theory by Ansell and Gash (2008), we explore how local actors, such as village government officials, health workers, and community cadres, interact within institutional and social frameworks to achieve shared goals. We employed a qualitative approach with a case study design, selecting informants through purposive sampling, including the Village Secretary, the Nutritionist from Sukodadi Health Center, Human Development Cadres (KPM), and posyandu cadres. Data was gathered via in-depth interviews, participatory observation, and document reviews, such as meeting minutes, digital reporting forms, and online coordination groups. The analysis involved data reduction, categorization, and thematic interpretation based on four key elements of collaborative governance: initial conditions, institutional design, facilitative leadership, and collaborative processes. Key findings reveal that stunting reduction in Sumberaji Village relies not only on formal structures like the Stunting Reduction Acceleration Team (TPPS) and annual coordination forums, but also on the strength of social capital and grassroots innovations. Informal coordination, routine data verification, and technical initiatives by cadres prove crucial for maintaining data validity and program sustainability. However, challenges like limited technical capacity and weak institutional standardization still need addressing. In conclusion, sustainable stunting reduction requires adaptive collaboration that integrates formal legitimacy, facilitative leadership, and active community participation.
