Abstract
This research is motivated by the importance of synergy among stakeholders in the development of Ketapanrame Tourism Village, which until now has faced several challenges, such as suboptimal communication, coordination, and community involvement in development programs based on Corporate Social Responsibility (CSR). This study aims to analyze the forms of synergy among stakeholders based on the pentahelix model—government, academia, business actors, community, and media—and to identify supporting and inhibiting factors in efforts to achieve sustainable tourism development. This research uses a descriptive qualitative method, with data collected through observation, in-depth interviews, and documentation. Data analysis was carried out using the Miles, Huberman, and Saldaña model, which includes data condensation, data display, and conclusion drawing. The findings show that stakeholder synergy has been established through collaboration involving the village government, BUMDes, Ubaya, BRI, local communities, and residents. This collaboration contributes to strengthening human resource capacity, institutional development, and the expansion of empowerment programs in environmental, economic, and socio-cultural dimensions. However, several obstacles remain, including uneven community participation, communication gaps among actors, and limited human resource capacity in managing the tourism village. This study concludes that stakeholder synergy in Ketapanrame Tourism Village has progressed, yet further enhancement is needed in role integration, communication mechanisms, and community empowerment to ensure the sustainability of tourism development.
