Abstract

Since October 30, 2024, the Bromo Tengger Semeru National Park Office has officially implemented adjustments to the area's entrance fees based on Government Regulation Number 36 of 2024 as a replacement for the old regulation from 2014. This policy is implemented in letter number PG.08/T8/TU/KSA.5.1/B/10/2024, which explicitly stipulates new rates for domestic and international visitors, as well as for vehicle access and special activities such as visits, camping, drone use, and pre-wedding photos. This implementation is also accompanied by changes in technical procedures that include the online entrance ticket booking system. The reasons for the increase listed in the official document of Government Regulation No. 36/2024 are compiled to adjust the types and rates of PNBP in line with changes in the organizational structure (merger/restructuring of the authority of the Ministry of Environment and Forestry) and to optimize state revenue from PNBP as a source of financing. Second, the tariff increase is deemed necessary to cover conservation management costs, including supervision and maintenance of tourist trail infrastructure and facilities, mitigating environmental damage caused by mass visits, and financing conservation programs and empowering local communities around the area. This, in turn, makes the tariff not only a source of revenue but also a tool for visitor management. This has led to varying perceptions from various stakeholders, including managers, tourism agencies, and tourists. It is hoped that the diverse perceptions of stakeholders regarding the implementation of Bromo Tengger Semeru National Park will serve as a guiding principle for the government, as the decision-maker of the law.
