Abstract

The Syrian conflict, which erupted after the Arab Spring in 2011, has drastically affected the bilateral relationship between Turkey and Syria. This event marked a shift in Turkish foreign policy from the principle of "Zero Problems with Neighbors" to direct and indirect military intervention. This culminated in 2020 with the Turkish military offensive named Operation Spring Shield, which for the first time openly targeted the forces of the Syrian Assad Regime. This action not only changed the dynamics of the conflict but also raised questions about why Turkey made this particular decision. This research employs Joakim Eidenfalk's conceptual framework of Foreign Policy Change to identify the domestic factors, international factors, and the window of opportunity that drove Turkey's decision. Using an explanatory qualitative method and literature review as the data collection technique, the results show that Turkey's decision to conduct Operation Spring Shield was not a singular, reactive response. Instead, it was the result of a complex interplay between domestic factors, international factors, and a window of opportunity strategically exploited by President Erdoğan as the key decision-making actor. This action was primarily driven by his personal perception to shift policy from a defensive posture to a direct military confrontation following the Balyun Attack Incident.
