Abstract
Bandar Grissee is a heritage-based old town tourist destination in Gresik Regency. The development of the Bandar Grissee old town tourist destination requires active participation from local management and stakeholders. The purpose of this study is to describe and analyze Value Co-Creation in the Development of the Bandar Grissee Old Town Tourist Destination in Gresik Regency. This research method uses a qualitative case study approach. Data collection techniques include observation, interviews, and documentation. The technique for determining informants is snowball sampling. Data validity techniques are obtained through triangulation. The data analysis technique uses the Miles & Huberman (2014) analysis model, namely data collection, data condensation, data display, and drawing conclusions. The theory used is Value Co-Creation according to Payne and Gronroos (2008) in Mijnheer and Gamble (2019) which includes 4 aspects, namely 1) Management Value Creation Process, 2) Encounter Process, 3) Value Facilitator, 4) Value Co-Creation. The results of the study indicate that the implementation of value co-creation in Kota Tua Bandar Grissee has been quite successful, but not yet optimal. In terms of management value creation, the government plays an active role as a regulator through regional revitalization policies and the establishment of Pokdarwis (tourism groups), although community involvement is still limited. In terms of the meeting process, formal and informal coordination has been carried out, but participation is not evenly distributed, especially for some MSMEs in Pudak Galeri. In terms of value facilitators, the government has provided training, coaching, and infrastructure, but this has not yet fully benefited all parties. Meanwhile, in terms of shared value creation, collaboration between the government, Pokdarwis, artisans, and some MSMEs has been established, although strategic innovation and equal distribution of benefits still need to be improved.
