Abstract

Education in Afghanistan is an issue of international concern, particularly following the Taliban takeover, which restricted access to education for women and worsened the national education system. This study examines UNESCO's efforts to address education in Afghanistan from 2021 to 2024. The study uses Jutta Joachim's conceptual framework for education and the theory of international organizational implementation, using a qualitative approach through a literature review and secondary data collection. Findings indicate that UNESCO has implemented various efforts in Afghanistan through a management approach, encompassing monitoring, capacity building, and problem-solving. Monitoring involves regular monitoring and evaluation of program progress. Capacity building is also conducted to improve education. Furthermore, the management approach to problem-solving focuses on providing technical and financial assistance to address challenges. However, significant challenges such as political instability and limited resources hinder the effective implementation of comprehensive education programs. This study emphasizes the importance of ongoing collaboration between international organizations and the Afghan government to ensure the sustainability of education programs and strengthen efforts to ensure education for all.
