Abstract
This study discusses Indonesia's compliance with the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) in the issue of gender-based violence in the period 2021-2023. The issue of gender-based violence remains a concern due to the high number of cases. This study uses an explanatory qualitative method with Ronald B. Mitchell's compliance theory framework, which measures the level of compliance based on three indicators, namely outputs, outcomes, and impacts. This study uses primary and secondary data obtained through interviews and literature studies. The results show that Indonesia has adopted several articles of CEDAW into national legal regulations, including through the ratification of the Sexual Violence Criminal Law (TPKS Law) and other laws and regulations at the national and regional levels. In terms of outcomes, the Indonesian government, together with national and international institutions, has implemented prevention programs, victim support services, and capacity building for law enforcement officials. In terms of impacts, although the number of gender-based violence cases remains high, there has been an increase in access to services, reporting, and public awareness of gender equality issues. Based on these three indicators, Indonesia's level of compliance with CEDAW can be categorized as Treaty-Induced Compliance because all three indicators have been met.
