Abstract
Rumah Anak Prestasi (RAP) Kedung Cowek is one of the innovations of the Surabaya City Government in providing services for people with disabilities. RAP Kedung Cowek provides eye care, ENT, and other medical services, as well as skills and creativity training programs. The purpose of this study is to describe the extent of the implementation of health services and skills training programs at Rumah Anak Prestasi Kedung Cowek for people with disabilities. The research method used was descriptive qualitative research. The focus of the research was on the communication process between implementers, the availability of resources, the attitudes and commitment of implementers, and the organizational structure that supports the program. Based on the results of the study, the implementation of health services and skills training programs at RAP Kedung Cowek has generally run well and successfully achieved its objectives. Clear communication between parties, resource support, and the commitment of the implementers were important factors that drove the success of the program. Thus, RAP Kedung Cowek has made a real contribution to fulfilling the rights of persons with disabilities in Surabaya and has become a model for inclusive and sustainable services.
