Abstract
Agricultural land is becoming increasingly scarce, especially in urban areas. This is due to the conversion of agricultural land into residential or industrial areas. Therefore, one of the approaches taken by the Surabaya City Government to meet food needs amidst increasingly limited agricultural land is the Urban Agriculture Program. However, the agricultural program implemented by the Kosagrha Lestari farmer group still faces problems such as low community participation. Therefore, it is necessary to examine how community participation in urban agriculture programs is implemented. The purpose of this study is to determine, describe, and analyze community participation in urban farming programs as a step to maintain food security in the city of Surabaya. This study uses a descriptive qualitative method. Data collection techniques include observation, interviews, and documentation. The results of the study show that Co-Production in urban agriculture Kosagrha Lestari in the urban agriculture program produces good joint planning activities even though the process does not involve the younger generation in agricultural planning, then the joint design process is carried out by building agricultural support facilities whose financing is financed by the CSR program, the joint distribution process is also carried out by sharing the harvest with the 80% method to be sold and distributed to members of the farmer group and 20% is given to stunting children, then the evaluation process involving relevant agencies to see how the advantages and disadvantages of the planting and harvesting period process that has been carried out to find appropriate policy recommendations for improving food security policies in the future. So it can be concluded that the urban agriculture program has been running well, although not all communities are involved, especially in food security in Medokan Ayu Village.
